Pedestrian crossing will cause further traffic delays BY ANDREW KING

A new signalised pedestrian crossing near Northlands shopping centre will hold up traffic on the already congested Main North Rd. The city council wants to spend $195,000 on the installation of a signalised pedestrian crossing on the Main North Rd, between Langdons Rd and Halliwell Ave. Traffic modelling shown to the Shirley-Papanui Community Board on Wednesday indicated if the signalised crossing was installed, it

would delay motorists on the road by five seconds. Main North Rd is clogged with traffic during peak hours. But community board chairman Mike Davidson said the safety risk to pedestrians outweighed traffic delays. “It was a concern of mine that if we keep putting in traffic lights it would just back traffic up,� he said. “From all the modelling it looks like there will be a five-second delay to motorists which would not be big enough to stop the project from

The signalised crossing would be linked to traffic signals at the intersection of Main North and Langdons Rds as well as Main North Rd and Halliwell Ave. The new proposed crossing

would replace the existing informal pedestrian facility. The Crown-city council Cost Sharing Agreement for earthquake recovery should cover the costs for the signalised crossing, said Mr Davidson. Mr Davidson said in spite of the price they had to think about pedestrian safety. “I’d rather spend money on safety than something that we don’t need.� The community board recommended community consultation be held.

The Shirley-Papanui Community Board approved last week painting no-stopping lines on the south side of Dana Pl and near the intersection with Hills Rd. The work will cost $100 and be covered by the Traffic Operations Budget. When vehicles are parked on both sides of the street, it does not leave enough room for motorists to safely pass between them.

The measures would make it easier for emergency vehicles to gain access to Dana Pl properties. A parking survey was undertaken to gauge which side of the road would be less intrusive for residents. This survey showed that cars were generally parked on the north side of the street and therefore this parking area was maintained. Dana Pl residents and relevant stakeholders were sent out an information leaflet about this proposed change. There were no comments received about the proposal.

Students’ design for Hornby playgroup

$2000 for heritage trust

The Shirley-Papanui Community Board has granted $2000 from its Discretionary Response Fund to the Papanui Heritage Trust. Its current project is to produce a book about the history of Papanui. The group believes there will be general interest in Christchurch and from educational institutions specifically. It believes that the production of this book has a social value involving the older members of its group. There will be a run of 400-500 copies.

THE FINAL RESULT: Middleton Grange School has completed its entry into the BCITO Build-Ability competition. The group of students was directed in the design elements by the Hornby Under 5s Playgroup which they were designing for. The constructed playhouse will be taken to the playgroup in several weeks’ time after it has been seen by the BuildAbility team. Judging finishes on September 4.

Funds trimmed to benefit other group

An organisation that works with at-risk youth is “gutted” its funding has been reduced to boost the coffers of another. The Papanui Youth Development Trust was one of 14 organisations that had funding trimmed, so the Shirley-Papanui Community Board could give the St Albans Residents Association $24,750 from its Strengthening Communities Fund. City council staff had recommended SARA not receive funding but the community board disagreed. In order to give the money to SARA it trimmed the amount of money city council staff recommended for other organisations.

Papanui Youth Development Trust manager Hamish Flynn said he was “gutted” at not getting the full $20,000 recommended by city council staff. The community board trimmed $2000 allocated to the organisation by staff in order to give it to SARA. “We have three full-time employees and they are going flat out, if we had three more they would be going flat out as well.” Other organisations affected included Early Start Project, Avebury House Community Trust, Belfast Community Network, Papanui Baptist Church Community Services Freedom Trust, Papanui Toy Library, St Albans-Merivale Bowling Club.

All received funding, but less than city council staff recommendations. A city council staff report said SARA fell outside of the priorities for funding. But community board chairman Mike Davidson said SARA deserved the money because it had not received help since the 2010-2011 funding round. “I respect the staff decision to not fund them, but we are here as elected leaders and we have to make decisions. We are not rubber stamps,” he said. “We have been aware of what SARA has been doing in the community,” he said. Mr Davidson said the board rarely goes against the staff

recommendations, but would if they believed a group had been unfairly denied. Other organisations said the reduction in funding would affect them but they could look at other avenues for plugging the gap. Westminster Sports Inc, which had $1000 trimmed off its funding application by the board, said they were grateful for any funding. Crossroads Youth with a Future manager Richard Starling, which received $500 less, said it would have to “cut back” on some of its activities or look elsewhere for a funding top up. SARA did not return phone calls from the Nor’West News.

As early as Monday, work starts on the Helmores Ln bridge. It will stay open to pedestrians and cyclists for the first few weeks. Follow the signs and keep children and pets safe around this work site.

Kerb repairs

Kerb repairs will begin today on the eastern side of Marshland Rd. Repairs will begin at the southern end of the road and the crew will gradually make their way north. This work will take around five weeks. During this stage two-way traffic will be maintained, but the cycle lane will be closed and cyclists will have to merge.

Youth Fund

The Shirley-Papanui Community Board has created a Youth Fund. The $10,000 fund will allow people between the ages of 12-21 to apply for funding to help out with projects they are doing in the community. The money can also be used to fund personal development and growth, leadership training, career development, Outward Bound or Spirit of Adventure, educational opportunities that are not a component of the school curriculum or subjects and representation at events. Applications for the fund can be made to the board and will have to be submitted six weeks prior to any event taking place.

Pupils get into Broadway spirit Broadway has hit Cotswold School. About 290 students from the school put on a fun-filled show packed with show tunes and dances. Cranford, Westminster Sts plan halted BY ANDREW KING Business owners and residents can breathe a sigh of relief as changes to the Cranford, Westminster Sts intersection have been stopped – for now. In a Shirley-Papanui Community Board meeting held on Wednesday three business owners and a concerned resident gave their views on the proposed changes to the intersection. They agreed the changes would not fix safety concerns or allow them to continue trading productively. The board has asked traffic engineer Bill Homewood and consultation leader Ann Campbell to gather more information so it can make a decision. Board chairman Mike Davidson said he was extremely concerned with the lack of feedback once the plan had been revised after the initial concerns raised by 27 submitters. “You’re ticking the box here for the motor vehicles and the box for pedestrians but you’re not ticking the box for cyclists. I just think that is ridiculous, and also the local businesses are going to suffer. “The feedback we hear from the public isn’t great, and the consultation has changed the plan because of that but we don’t have feedback on those changes which also concerns me. “I personally cannot support that until we get some additional feedback to this change of the plan.” Willow Shoes owner Georgie

Falloon flew all the way from the Waiarapa due to her fear that taking the parking away from her business would not only hurt it, but it would destroy the hard work she had put into the area to try to rejuvenate it. “I believe that this proposal has a very negative effect on business and I don’t think this has been considered,” she said in a deputation to the board. “If you accept this plan you are going to risk damaging small businesses and force them out of the area. “Wouldn’t you prefer a suburb that has nice boutique shops instead of driving us out and having just a city of malls.

“Every piece of feedback refers back to the 2012 traffic plan and yet that Cranford corridor is on hold, so I’d like to challenge how relevant this proposal is now.” Land owner Jason Donnithorne said he “overwhelmingly disagreed” with the proposal and could not see how it would improve safety to the area. “I can’t see how moving car parking from outside businesses where they want it, to in front of residents where they don’t want it is an option. “The changes don’t really adequately allow pedestrians to cross in a manner more safely than they do right now. “I am in favour of putting a

There have been no accidents in five years that involved pedestrians.” Mr Donnithorne said that he had concerns with the consul-

tation process and hoped that submitters would look carefully at the new plan. “I am a little concerned that going back to the submitters with the updated proposal for comment, that there is a risk for those that didn’t attend this meeting, won’t have an understanding of this info and they will either throw it in the bin or they won’t respond and that will be taken as agreement with the plan.” The owners said they would like to have seen a complete halt to the plan until the northern corridor had been agreed upon but were pleased that it had at least slowed down. The proposed scheme is estimated to cost $65,000.

INVESTORS: Retirement Assets Ltd has bought 50 per cent of the Holly Lea Retirement village.

New interest in Holly Lea Christchurch-based retirement village developer, Retirement Assets Ltd, has added a fourth property to its nationwide portfolio. The company, which is currently responsible for Ranfurly Village in Central Auckland, Pacific Coast in the Bay of Plenty and Russley Village in Christchurch, has bought into Holly Lea – a historic retirement village in the Christchurch suburb of Fendalton. A recently-reached agreement with The McLean Institute – a 100-year-old charitable trust dating back to 1907 – will see Retirement Assets Ltd become a 50 per cent shareholder in the property. It will also take over responsibil-

ity for the running of the village. Secretary of The McLean Institute Colin Hair said that an approach by Retirement Assets Ltd was timely in that the institute was undergoing a strategic review of its operations earlier this year. “Retirement villages have now become specialist businesses,” he said. “We successfully developed the first stage of this premier village in 2008 and now consider ourselves fortunate that Retirement Assets Ltd – an experienced operator with a growing reputation – has come on board as a partner to help fulfill the potential of the site for residents.“ Retirement Assets’ managing

The South Island now has a place to take care of their feathered friends when they get hurt. The South Island Wildlife Hospital has been taking in ‘patients’ since December at its new location in the car park of Willowbank Wildlife Reserve. It is the only wildlife specific hospital in the South Island. Around 20 volunteers have been helping out when they can, building new aviaries and getting everything set up to help out native birds. Volunteer Angela Tranter said a typical day at the hospital is not your ‘typical day’. “We are such a small team so you can find yourself doing anything,” she said. “The other night I was shovelling stones then I gave a duck a bath. “You can be as involved as you want to be.” While vets can help out birds when they are injured, most do not specilise in dealing with them. “Most vets don’t specialise in birds, especially wild birds,” she said. “We have had a couple come in from other vets and we have helped them out.” It was the wildlife hospital that took in ‘Maggie’ the magpie last

It is believed that it takes 21 days to develop a new habit, and the nutritional information, motivation techniques and the exercise routine that you gain from the Better Life Challenge will be part of your life, long after the 12 weeks are completed. You receive several individual sessions throughout. There are two 20 minute meetings with Chris Weddell, their measurement specialist giving you an in-depth understanding of your body’s fat percentage, weight and range of motion at the start and end of the Challenge. He was, this month, named in the New Zealand team to head to the ISF World Schools Cross Country Championships, to be held in Budapest, Hungary, in April. The 15-year-old St Bede’s student was not overly confident he would make the team after falling ill for the South Island Championships and not being able to perform to his ability. “I thought there was a slim chance, the main selection was going to be at the end of the national cross-country champs in Halswell, so I knew I’d have to have a good race, which I thought I did.” Nick finished eighth in the under-18, 6km race, held earlier this month, but was the fastest year 11, finishing in a time of 19min 31sec.

Marian College’s medal haul for aerobics excellence A dedication to excellence has resulted in a haul of medals for Marian College students at the recent New Zealand Competitive Aerobics Foundation regional competition. In the months leading up to the competition many hours were spent in training; developing skills, undertaking strength conditioning and perfecting their routines. Year 12 student and senior team member, Ellie Crowther, said: “Even though some of the group were new to aerobics, it was fantastic to see how much everyone’s hard work paid off.” In the prestigious senior open section, year 11, Taylor McCaughan, took out first place with Ellie Crowther second. Year 9, Bailey McCaughan, placed second in the junior open novice category while fellow year 9 students Laura Weir and Zoey Plew-Smeehuyzen were second in the novice team section. In addition to their placings all five students have also qualified to compete at the nationals in Wellington in September. Until then Ellie said they were training hard to make their routines even better for the national competition. What is an extended warranty? Knowing Your Rights

An extended warranty is an additional warranty you can buy, to give you extra protection when you buy goods and services. If the goods or services you buy are covered under the Consumer Guarantees Act then those goods are covered by some core protections, including that goods have to be of acceptable quality, last for a reasonable time and be fit for their particular purpose. you a written copy of the agreement at the time you agree to purchase the warranty. The agreement must be clear and in plain language – and must contain the following information: •A summary of your rights and remedies under the CGA •A comparison of your rights and remedies under the CGA and those under the extended warranty •A summary of your rights to cancel under the Fair Trading Act •The warrantor’s name, address, phone number and email address •The date of the agreement If the warrantor is in your presence or on the phone with you, they must also verbally tell you that you have the right to cancel the agreement within five working days of receiving a copy of the agreement, and how to cancel. They must also be sure to tell you about the terms and conditions of the extended warranty, including how long it lasts, when it expires and the total price payable. Fire Service personnel donned protective gear and cleaned up. No lasting effects appear to have occurred.

“Being physically active creates a long list of benefits and enables people to stay independent as they grow older. However, many people consider themselves too old or worn out to exercise; that was something they did when they were young,” he explains. Yet regular exercise and physical activity can reduce the risk of developing

some diseases and disabilities and it can be an effective treatment for many chronic conditions. Studies show that people with arthritis, heart disease, or diabetes benefit from regular exercise. It also helps people with high blood pressure, balance problems, or who have difficulty walking. There are heaps of ways to keep active both in short spurts fitted in around other tasks, or at certain times set aside for exercise. Walking, gardening, even taking the stairs rather than the lift are all free, and local communities offer various exercise groups for all ages. He recommends starting slowly to build up stamina and strength and says it is never too late to start. Our bodies’ capacity to adapt and improve with regular exercise does not diminish much with age. Harewood pupils skip for Heart Foundation Pupils at Harewood School have raised $540 for the Heart Foundation. Paeroa Reserve in Riccarton will have a solar charge table installed on Wednesday. The table will be a place for people to gather and charge mobile devices such as smart phones and tablets. It is the result of a partnership between the city council and Riccarton West Safegrowth group who wanted something that would appeal to young people and families in the reserve. Christchurch by SolarBright Ltd developed and built the table and they were responsible for the installation of New Zealand’s first solar charge table in Re:START mall. The table will be one of four solar tables now located within the city. Riccarton West Safegrowth group secured funding through the city council’s Urban Renewal Fund. It is made up of local residents and stakeholders who want to help make Riccarton West a safe and friendly place for all residents of the neighbourhood. They have completed the SafeGrowth training programme and are working on creating a Neighbourhood Safety Plan and a range of projects, including ways to increase positive activity in Paeroa Reserve.

EQC UPDATE

Still work to do as 4 September approaches The fifth anniversary of this date will be a notable day for Cantabrians and those who have moved elsewhere as a result of the earthquake sequence. “For EQC, the fourth of September 2010 was the beginning of what would become a settlement process for 400,000 claims relating to about 170,000 properties in Canterbury,” EQC Chief Executive, Ian Simpson says. “Five years later, while the majority of EQC repairs are complete, a tail end of remedial work means there’s still a way to go. EQC will stay in Christchurch as long as it takes to ensure this work is completed and fully compliant with the building code.” Damage from the Canterbury earthquake sequence has not been limited to buildings. EQC has had to develop a robust policy for some forms of land damage that had never been dealt with by an insurer. “I know everyone would like to see our work completed by now, but it takes time to draft policy to fairly settle claims for increased vulnerability to liquefaction and flooding,” Mr Simpson says. The last tranche of claims are among the most complex to settle, so EQC is working closely with customer advocacy groups to provide face-to-face service and seminars for customers. Forums like the In The Know hub at the Eastgate Shopping Centre in Christchurch also provide opportunities for customers to ask questions directly of EQC.

EQC will put right non-compliant repairs EQC Canterbury Home Repair Programme work that doesn’t meet the Building Code will be made compliant at no expense to customers, Earthquake Commission Chief Executive Ian Simpson says. Mr Simpson was responding to a report on earthquake repairs that didn’t require a building consent released by the Ministry of Business, Innovation and Employment (MBIE).

“We accept that looking at some work again is not ideal for customers and we apologise for any inconvenience this may cause. However, we can reassure them that bringing repairs up to code will generally involve straightforward fixes, and therefore won’t take much time,” Mr Simpson says.

EQC and Fletcher EQR will be auditing ‘jack and pack’ repairs carried out as part of the Canterbury Home Repair Programme (CHRP), where floor re-levelling was required across the entire house and required engineering or other specialist technical input.

’Jack and pack’ repairs involve a home being temporarily jacked up to allow packing to be inserted between the piles and the under floor framing, to re-level floors.

It will also audit any perimeter concrete foundation repairs where there was engineering or other specialist technical input. As a result of the MBIE survey we are rechecking the files of 3,600 homes – around five per cent of the 69,000 houses in the repair programme – to make sure there is complete evidence that all repairs are code compliant. The evidence includes photos of the repairs taken as part of a final technical inspection. “Where there is any element of doubt that all the repairs were checked properly or that there is not full photographic and documentary evidence of all the work being completed to code then the repairs will be re-inspected,” Mr Simpson says. “Video mounted on remote controlled robots will be used where getting under the home is difficult. “Based on the MBIE survey findings, of the 3,600 homes being rechecked we can probably expect to remediate around 1,200

“The hub is also a good example of how organisations involved in the Canterbury rebuild and community advocacy groups can work well together to provide practical help for customers. “For that reason, EQC will continue supporting the hub as long as we have customers in Canterbury needing information to help settle their claims,” Ms Carter said. The Hub is open Monday – Wednesday 9am – 6pm and Thursday 9am – 8pm. Closed on Friday, Saturday, Sunday and public holidays.

Tennis Canterbury Tennis Clubs continue to be the grassroots deliverer of quality tennis to thousands of Cantabrians every year.

his season, extra funding was made available by Tennis Canterbury to clubs, in the form of a rebate on their affiliation fees for the 2014/15 season. Clubs needed to submit both a strategic plan and details of project which has seen over $100,000 paid to clubs to support a number of initiatives. Among the recipient clubs, here are just some of projects funded: • Avonhead – New court lighting and a shade sail • Bishopdale – Repairs to their volleyboard • Burnside Park – New fencing • Bishopdale – AED defibrillator • Cashmere – Court lighting development and wheelchair access • Edgeware – Court lighting upgrade

s well as plenty of Christchurch events successful junior tournaments in Nelson, Blenheim, the West Coast and Ashburton compliment the established Tennis Canterbury events held in each of the School Holidays and over holiday weekends. With Z Energy Wilding Park now having 18 courts playable major tournaments are now able to be held in just 1 venue after multiple venues had to be used since 2011. Despite this logistical challenge numbers involved in tournament play have now rebounded to above 2011 levels. 2015 will see Wilding Park host the prestigious Tennis New Zealand Junior Masters over Labour Weekend. This event was programmed for Christchurch in 2011 but had to be transferred to Blenheim after the quakes and this is only the second time since its inception that the event has been held in the South Island. The event will see 8 players in each of the boys 12’s, 14’s and 16’s age groups’ battle it out.

Players gained their spots by gaining points through tournament play with all sanctioned events counting and selected tournaments such as the Canterbury Champs and Nationals having additional points up for grabs. Canterbury regional players to gain automatic invitations include Burnside Park’s Taylor Nelson and Dylan Heap in the 16’s boys, Hagley Park’s Jamie Garbett and Te Kura’s William Schneideman in the 14’s Boys and in the 12’s Nick Schneideman from Te Kura and Shirley’s Jordan Edwards. Representation in the girls grades include Marlborough’s Otway twins Jade and Kyla in the 12’s with Ashburton’s Tessa McCann in the 14’s. Tennis Canterbury has received 3 of the 12 wildcards on offer with current New Zealand representatives Sydney based Valentina Ivanov (16’s Girls), and Naynay Homkrum from Shirley (14’s girls) receiving spots and Te Kura’s Jenner Johnson grabbing an opportunity in the Boys 12’s.

hanges to the rules governing ASB Senior Interclub, in conjunction with an improving player grading system, has seen continued growth in Senior Interclub teams over the last five years. From 89 teams in 2010/11, there are now over 110 teams playing in 15 different divisions of competition. As well as Men’s (one Premier and seven graded divisions) and Women’s (one Premier and three divisions), there are Mixed grades that play more doubles than singles. This year’s Premier grade will start in early

urrently, the Tennis Canterbury Schools Programme is delivering a taster of our sport to over 17,000 primary school students thought the Canterbury region. Enthusiastic coaches take modified equipment, including low compression balls into schools and, with the assistance of teachers, deliver a highly valuable series of lessons to eager youngsters.

Those who catch the “tennis bug” are then able to visit their local clubs and become involved in coaching and playing opportunities. Interschool competitions are continuing to be well supported with Primary and Intermediate teams events almost always oversubscribed, and secondary school tennis held regularly on a Wednesday during summer also giving players to play

New tournaments held in school time for secondary school students have proved an outstanding success, with the short formats used providing lots of quick-fire matches and introducing many players to playing “tournament tennis” with multiple games on a day rather than just the two matches that interclub and schools tennis provides. Many of these first time tournament players were enticed back to the more traditional tournaments held regularly throughout the year, playing normal formats of “best of three sets” with a match tie break to 10 for a third set for most grades, apart from main draw matches which stay as three traditional full sets.
